JOB SUMMARY

The purpose of the Health Officer position is to provide technical and professional support in assists planning and implementing COVID19 preparedness and response activities in DD city aimed at eliminating COVID19 invasion from Ethiopia; and in building and maintaining surveillance for maintain close working relationship with Government officials responsible for WASH and surveillance in their designated area, as well as with other individuals and organizations related to COVID19 prevention. She/he also Provide training, technical and logistic assistance for planning and implementation of COVID19 preparedness and response strengthening coverage for routine EPI to ensure proper micro planning, implementation & monitoring of WASH activities in accordance with guidelines & procedures provided by donor & MOH of Ethiopia.

The Health Officer promotes COVID19 prevention and national and sub-national immunization campaigns and participates in routine and periodic management of COVID19 Invasion and other communicable diseases surveillance.

 

RESPONSIBILITIES AND TASKS

 Training and Technical Support:

·       Provide technical and logistic assistance and motivate the government counterparts as needed to promote timely reporting, investigation, follow-up and response to cases of acute flaccid paralysis (AFP) and WASH program.

·       Plan, organize, and conduct meetings with government officials, professional organizations, hospital staff, non-government organizations, and others to promote understanding of, support for, participation in, and effective implementation of activities related to surveillance of acute flaccid paralysis and COVID19 prevention.

  • Maintain up-to-date data related to COVID19 prevention activities for the area of responsibility and ensure analysis and interpretation of this data for reducing impact of COVID19.   .
  • Develop and maintain close working relationship with Government officials responsible for livelihood improvement and surveillance in their designated area.
  • Provides support for all trainings, workshops, and meetings conducted at woreda level, which includes preparing training plan in organizing and facilitating events.
  • Facilitate the supply and administration of logistical needs for the project implementation

·       Ensures effective implementation of the project activities as per the set plan of action, prepare quarterly and annual report as per the donor requirement.

·       Conduct training need assessment to identify government line offices knowledge gap and design appropriate training accordingly.

 

  Planning and Supervision:

  • Provide training, technical and logistic assistance for planning and implementation of COVID19 prevention and strengthening coverage for routine Livelihood Economic strengthen to ensure proper micro planning, implementation & monitoring of COVID19 prevention activities in accordance with guidelines & procedures provided by MOH of Ethiopia and donor organization.

·       Conducts joint, supportive and facilitative supervision with woreda MOH staff on the activities of EFs and HEW.

  • Supervises project activities and budgets, which includes tracking of project activity.

 

Networking and Learning:

  • Works closely with communities, health facilities and Woreda Health Office to promote WASH and national and sub-national immunization campaign, Primary Health Care Program (PHC), to establish HAC, CHAs, and TBAs and other community level institutions that improve human health care services;
  • Keeps update with developments in the sector, including best practice examples and ensure ongoing personal development and learning;
  • Participates in the documentation and dissemination of lessons learned in available forums.

 

 Reporting:

  • Prepares monthly/quarterly progress reports and submits to Project Manager;
  • Coordinates quarterly review meetings;

 

Job Requirements:

QUALIFICATION

A. EDUCATION/TRAINING

Required:   Collage Diploma in Public/Health, or equivalent combination of education and work experience.            

Desired:      BSc Degree in Public/Health Science.

 

B. EXPERIENCE:

Required:  3- years of experience in WASH, Public Health or in Community Health Work.

 

Desired:       NGO experience

 

C. TECHNICAL SKILLS:

Required: 

·       Knowledge of local language;

·       Language proficiency in written and spoken English;

·       Computer literacy in MS-Word, Excel;

·       Interpersonal communication and report writing skills;

·       Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development.

Desired:      

·       Training/facilitating skill.
