Job Description:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. IRC has been working in Ethiopia since 1999 and is implementing integrated, community-managed programs aimed at improving the quality of lives and recover of livelihood of disaster-affected population’s through promoting individual participation, strengthening institutions and emergency response.

Job Summary:

The Health Officer is responsible for planning, coordination, implementation, and monitoring of the IRC’s SRH services and activities related to health system support in the assigned woreda. She/he is also responsible for ensuring adherence to the implementation of program activities according to nationally accepted standards. The Health Officer will report to the MHN Specialist/Health Manager.

Major Responsibilities:

  • Ensure that the goals and objectives of the project are met as per the project proposal, work plan and M & E Plan
  • Liaises and creates strong linkages with zonal and Woreda stakeholders implementing SRH activities in the targeted area.
  • Implement activities focusing on prevention and behavior change using community based structures.
  • Represent IRC in coordination meetings, workshops, task force meetings, etc in the woreda.
  • Helps in conducting workshops, trainings and presentations on SRH activities for Woreda health staff as per the project description
  • Ensure quality of clinical and non-clinical service provision in health sites according to MOH, WHO or international standards through communication of standards, assessing and monitoring performance against standards and guiding and motivating staff to meet and maintain standards
  • Provide coaching and supportive supervision
  • Oversee training of clinical services and ensure competency based curriculums
  • Monitor quality standards through conducting supervision of clinical services and sites (eg. Clinical practice, client satisfaction, client numbers, provider-client interaction, management of stock, record-keeping, adequate infrastructure, functioning equipment)
  • Identify performance gaps and design interventions and develop action plans to manage activities and improve quality of services
  • Maintain documentation of relevant information and communicate to decision-makers when necessary
  • Reviewing clinical incidents including root cause analysis and action plan in collaboration with providers
  • Provide timely updates to service providers on clinical guidelines
  • Establish and adhere to supervision schedule
  • Program Management & Grant Management
  • Follow all IRC’S standard grant Management tools as recommended by the Addis based health unit and M & E unit
  • Ensure that all activities are implemented according to the work plan and that targets are met.
  • Budget Monitoring
  • Work closely with the Health Manager in management of the grant budget
  • Raise PRs as required after discussion with colleagues.
  • Track woreda level expenditure on a monthly basis and report appropriately.
  • Monitoring and Evaluation
  • Monitor the implementation of SRH activities in the woreda.
  • Ensure that the stated goals and objectives of the program are met.
  • Maintain the quality of project data  
  • Will execute any additional assignments as given by the supervisor. 
Job Requirements:
  • BSc/MSc Degree in Public Health and Nursing.
  • Minimum work experience of 3 years for BSc Degree holders & 2 years for MSc Degree holders.
  • Must have a valid Motorbike Driving license.
  • Experience working in preventive SRH and RMNCH preferable.
  • Good project management skills, ability to plan, organize and monitoring of implementation of SRH and RMNCH projects.
  • Demonstrated qualifications, experience, or training in community mobilization and community health promotion.
  • Experience in organizing and facilitating training
  • Excellent written and spoken English

Skills Required:

  • Ability to work under pressure, long work hours and high workload.
  • Excellent communication skills-verbal and written ones. Communication in English is a key requirement. Knowledge of Afan Oromo is an advantage.
  • Ability of basic computer skills mainly, MS word, Excel, internet etc.  
  • Self-motivated, honest, highly responsible, and punctual.
  • Ability to work as part of a team as well as to work autonomously when required.
  • Ability to constructively address gaps and weaknesses.
