Job Description:

KEY AREAS OF ACCOUNTABILITY:

 

I.               Programme management

 

·       Manage the Child Right Governance and Child protection project under supervision

·       Closely work with CRG and CP technical specialists/ team and create synergy

·       In consultation with the head of CRG, advocacy and Campaign, lead the sub grant process with partner organization and other stakeholders.

·       In collaboration with PDQ CRG/CP team, ensure quality technical implementation of the child right governance/child protection project under supervision.

·       Work with PDQ/ CRG/CP technical specialists to identify the technical support needs of the project and ensure this support is provided.

·       Ensure approved program deliverables are achieved according to the contractual requirement of the donor i.e. that all activities and deliverables are completed within the agreed timescale and budget, reports are submitted as per the agreed schedule and formats and any other requirements or criteria are fulfilled as specified in signed agreements.

·       Regularly update detailed annual and periodic work plans with project implementation and ensure this is used by the whole project team and implementing partners to monitor project progress towards completion.

·       Provide overall technical, strategic, planning, financial, and monitoring and evaluation guidance for effective efficient project implementation.

·       In coordination with MEAL coordinator and PDQ CRG/CP TAs, design results based monitoring and evaluation process for projects under supervision

·       Monitor and systematically document project results jointly with partners

·       Plan and facilitate regularly scheduled reviews of projects with partners and stakeholders

·       Undertake situation analysis of children and establish baseline data for impact monitoring

·       Ensure and follow up timely preparation of narrative and financial reports to as per their requirements.

·       Stay technically up to date in these areas in order to inform the project implementation.

·       Identify critical issues in the implementation of projects and take the necessary actions to address problems and constraints

·       Ensure that strategies for phasing out are taken care of during implementation

·       Facilitate and ensure the involvement of children as primary stakeholders in all project work

·       Assist with the program proposal process as needed, providing expertise on programme implementation documenting and best practices

·       Facilitate terminal evaluation of projects through participatory process

·       In cooperation with Learning and Knowledge Management team, ensure proper documentation of experiences and lessons learned of the projects under supervision

 

II.             Budget Management/ Budget Holding Responsibilities for Sida CRG CP top-up budget

 

·       Ensure that budget for the assigned projects accurately reflect anticipated costs of planned work at all times.

·       Ensure effective and efficient utilization of project budget and other resources for intended purpose; follow up on budget utilization and project expenditure as needed

·       Ensure the financial records relating to the assigned  projects budget /s are accurate and in line with policies and procedures set out in the Finance Manual

·       Ensure expenditure is authorized in accordance with the budget authorization procedures within the scheme of delegation (SoD)

·       Monitor, analyse and report significant variances between budget and actual expenditure

·       Ensure to get prior approval from the Member (and/or donor) for incurring costs on any individual budget line which are more than budget line flexibility as per Fund Summary and review with Awards Unit for variations above  the flexibility level of the costs budgeted for that line item.

·       Prepare programmatic and financial reports for government and Save the Children as required, ensuring these are of a high quality and submitted to the Grants Liaison Unit in a timely manner.  Be fully aware of the grant compliance regulations for Donors and the SCI members.

·       In consultation with the CRG /CP team and together with the award unit, highlight and prepare documentation for any project modifications, amendments or extensions which require donor and/or Government consent and approval. Ensure such changes are made in close consultation with the Program Manager of this project, Award and Finance staff and all relevant project staff.

·       Manage finalisation narratives reports, including review and verification of financial reports and confirmation of accuracy and consistency between narrative and financial reports.

·       Facilitates communication and interaction between partners and the SCI Grant Compliance and Reporting Analysts

 

 

III.           Partnership Management

 

·       In consultation with the CRG/CP PDQ-specialist, take the lead responsibility for co-ordination of partnerships and networks that support and progress to the agreed objectives.

·       Ensure the projects under supervison have approved government agreements and adheres to government reporting requirements in a timely manner.

·       Link Save the Children field offices  with governmnet and INGos as applicabl and engage the field team joint monitoring.

·       In consultation with the PDQ CRG/CP team undertake advocacy with government partners and officials as well as donor representatives and other external visitors. In particular ensure there is a system for networking and communication with local government partners, relevant line departments and community representations in the project area(s). Be able to clearly explain project activities and objectives, related policy issues and the project’s contributions to wider Save the Children goals and objectives.

·       Establishing protocols for communication and management arrangements with the field offices with regard to this programme.

·       Closely work with various government organizations in the course of project planning and implementation

·       Conduct regular monitoring visits, at the project sites and prepare reports for documentation and follow-up actions

Job Requirements:

MINIMUM QUALFICATION, EXPEREINCE, COMPETENCIES

  • Bachelor degree in an area of social development or equivalent
  • Recommended a minimum of 8 years’ experience in NGO and/or government environment, preferably with experience in  child rights governance, child protection in emergency situation, and community based child protection programme management experience
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Proven knowledge of the local context
  • Strong results orientation, with the ability to challenge existing mind sets
  • Experience of working successfully with budget management,
  • Experience of successfully implementing changes to processes to improve and monitor quality standards and impact achieved
  • Experience of managing and shaping programmes to deliver greater efficiency and effectiveness, and of strengthening implementation of financial control processes
  • Solid budgeting skills and knowledge of key donor regulations
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Ability to present complex information in a succinct and compelling manner
  • Ability and willingness to dramatically change work practices and hours, and work with surge teams, in the event of emergencies
  • Fluency in local language required
  • Fluency in English, both verbal and written, required
