DEPARTMENT: Procurement
REPORTS TO: Construction Site
JOB SUMMARY
The purpose of the Procurement Officer is to coordinate and supervise the procurement and provision of high-quality construction materials and goods from International market likewise inland market of the Company. He/she plans, organizes, directs, coordinates and controls the procurement and managed the procurement process end to end efficiently& effectively.
SPECIFIC DUTIES AND RESPONSIBILITIES
Job Responsibility # 2: Procurement activities
- Reviews and evaluates prices of needed materials and services in the market periodically;
- Reviews and monitors status of purchase request and expected time of procurement;
- Prepares and establish general procurement and storage program;
- Maintains long term agreements with reliable suppliers and makes a better term which protects the interest of the Company.
SPECIFIC DUTIES AND RESPONSIBILITIES
- Plans and organizes his/her work;
- Receives approved requisitions and collects proforma invoices from abroad and presents to the supervisor for approval;
- Ensures that purchases are made in the best interests of the Company;
- Processes and follows up all the import steps for purchase orders of vehicles and other items until the delivery of the materials to the warehouse of the Company;
- Liaises with the suppliers and concerned government officers and handles all communications;
- Follows up the timely clearance of the materials from port and customs and forwarding to point of delivery or warehouse;
- Keeps the necessary documentation and forms for the efficient, cost-effective and lawful execution of all import activities and hands over to sales unit or relevant authority as required;
- Keeps appropriate and accurate record regarding shipping schedules, letters of credit, credit control mechanisms, licenses, declarations, packing, routing, transport and safety documentation and shares to concerned sections;
- Prepares detailed offer analysis based on approved proforma invoice;
- Submits all foreign purchased items to the storekeeper through official goods receiving note of the Company;
- Prepares periodical reports on his/her activities;
Job Responsibility # 5: Networking and Reporting
- Monitors continuously likely causes of complaints of work units and suggests appropriate corrective measures;
- Prepares periodic reports and budgets concerning the activities of his/her Department;
- Implements audit recommendations related to purchasing and property management activities.
Responsibility # 6: Others
- Performs other duties assigned by the Construction site Manager.
- Job Requirements:
EDUCATION:
- B.A Degree in Supplies Management/Marketing Management/Business Administration or related.
EXPERIENCE:
- 4 years of experience in complex Building
TECHNICAL AND OTHER SKILLS:
- Ability to provide leadership, communicate effectively, and promote a team approach to enhance staff commitment to successfully implement strategic Plan of the Company;
- Demonstrated technical and managerial ability, sound judgment, ability to interact and work effectively with others at all levels;
- Excellent planning, organizational, analytical and decision-making skills;
- Good skills in computer applications.
