Job Description:
l. Background

Ethiopia continues to face consequences of climate-induced shocks and inter communal conflict and violence that were compounded in 2020 by the negative consequences of desert locust infestation and the COVID-19 pandemic. Consequently a deteriorating food security situation (compromised access to markets, high food prices), a weaken access to health and nutrition services w ere some of the factors that led to a deteriorating Nutrition situation. End of 2020 has seen an increasing number of conflicts taking place in several parts of the country severely affecting the population of Konzo zone and adjacent woredas in SNNPR , in Metekel Zone in BGR and in Tigray leading to a very acute crisis and access constraints are still hindering humanitarian actors to support the affected population . It is expected that in 2021 the ENCU/Nutrition  Cluster partners will continue to have to deliver a  large  scale  emergency nutrition response . As per the 2021 HNO/HRP it is estimated that over 7.1million children under the age of five years, pregnant women and lactating mothers will be in need of treatment for acute malnutrition. The Nutrition response will aim at reaching 503,799 children affected by severe acute malnutrition (SAM) to be admitted for treatment across the country . In addition, more than  1.0 million children aged  6-59  months  affected  by  moderate  acute  malnutrition

(MAM) will benefit from targeted  supplementary  feeding program and 600,000  malnourished

Pregnant and lactating women will also receive support in priority woredas.

Ethiopia is a country where the Cluster approach is fully activated; the Nutrition Cluster is embedded in the NDRMC ENCU, a member of the OCHA-led Inter-Cluster Coordination Group that informs the Ethiopian Humanitarian Country Team (EHCT) for decision making and provision of the humanitarian assistance in support of the Government of Ethiopia.

Toward ensuring a well-run Nutrition Cluster and effective emergency nutrition response, there is a need for coordination capacity and Information Management capacity, and this is as such a formal accountability of UNICEF as the Cluster Lead Agency for Nutrition and forms a part of the agency's work.

2. Rational 

The Data Clerk is a core Nutrition Cluster Coordination team member . The purpose of this post is to manage the very large data compilation work to support the Nutrition Cluster's analysis and sharing of information that is important for the Cluster partners to make informed (evidence based) strategic decisions.
On behalf of the IASC Humanitarian Coordinator and the Cluster-lead agency (CLA) UNICEF as the lead agency for the IASC Nutrition Cluster and in collaboration with the Ministry of Health, NDRMC, the Data Clerk will work with the Nutrition Cluster Coordinator, Deputy Coordinator and partners to ensure cluster performs its core functions as described in the IASC Cluster Coordination Reference Module, IASC, July 2015 and these core functions are as follow:

Supporting service delivery

  • Informing strategic decision-making of the HC/HCT for the humanitarian response
  • Prioritization, grounded in response analysis
Advocacy

  • Monitoring  and  reporting the  implementation  of  the  cluster  strategy  and  results;
  • Recommending corrective action where necessary
  • Build national capacity for  contingency  planning/preparedness  for  recurrent disaste rs
  • Whenever feasible  and relevant.
  • Accountability to affected population
3.Specfic Tasks

With the support of the National Nutrition Cluster Coordination Team and under the supervision of the National Nutrition Cluster Coordinator, the Data Clerk will be responsible for providing support to the Nutrition Cluster at the national level as well as on the sub-national (if applicable)levels .
The incumbent will collect, compile and organize data on nutrition sector/cluster cove rage and programming results and then produce and share information on response with cluster partners, OCHA and the Cluster Lead Agency to facilitate a timely and effective nutrition response and demonstrate whether results and impact are achieved or not. Network with Nutrition cluste r partners as well as cross clusters (in collaboration with OCHA) to encourage information sharing, sharing of partners' mapping, response achievements, humanitarian response plans, etc . The Data Clerk major tasks and outputs will include but not be limited to:

Core cluster function 1: Supporting service delivery/outputs:

In consultation with the Nutrition Cluster Coordination team identify key humanitarian IM products, develop/adapt templates for collecting this information (woreda level information), support the cluster and the cluster partners in producing a consolidate d IM product in a periodical manner.
Support OCHA & Cluster coordination team in conducting and maintaining up-to-date the mapping of all current and potential actors - government, national and international humanitarian organizations as well as national institutions, through provision of regular inputs/updates to on the clusters 3/4/S W's (Who, What, Where, When and for Whom) matrix, cluster priority response matrix and other tools (woreda level of information);
Support the cluster coordination team in organizing and participating in regular cluster coordination meetings aim at information sharing for appropriate coordination between all nutrition humanitarian partners.

Core cluster function   2:  Informing strategic   decision-making   of the   HC/HCT for   the Humanitarian response

Provide IM support for the preparation of the HNO and HRP (woreda level of information on PIN and targets) as well as on NDRMC hotspot woreda classification exercise.

Core cluster function 3: Prioritization, grounded in response analysis, and Core cluster function

Advocacy

  • Work with Cluster partners to keep and maintain an up to date database and information for nutrition programming. Make this information available to facilitate planning and to facilitate prioritization of the cluster response by the cluster and other stakeholders. Update the database and reporting tools structure .
  • Compile regular inputs on the emergency affected areas for the national/subnational level
  • cluster with the expected outputs which included but not limited to:
  • Cluster meeting support material (e.g. maps, CMAM data)
  • Cluster bulletins/synopsis
Nutrition cluster 4 SW and OCHA SW

  • Support the nutrition cluster in developing regular country/region/woreda level data and information based on agreed outputs and share this information with stakeholders through dashboards and newsletters or bulletins.
  • Work with the OCHA Information Management Specialists to develop appropriate supportive IM strategies for inter-cluster collaboration.
  • Provide information management/ data compilation in support to calculating the PIN and targets for Nutrition in Emergencies (NiE) interventions
  • Support the cluster in development a framework for the monitoring and evaluation of the cluster response plan and support the development of indicators that cluster needs to monitor, linked to the response plan.
  • Where applicable, participate in the OCHA IM WG and represent interests of Nutrition Cluster in it.
Core cluster function 5: Monitoring and reporting the implementation of the cluster strategy and results:

  • In collaboration with the Nutrition Cluster coordinator/deputy coordinator, support the monitoring and reporting against the Nutrition Cluster indicators
  • Work with cluster partners on compiling sex and age disaggregated data, that should inform Nutrition
Cluster analysis

  • Maintain monthly collection of reports from partners and upload achievements on main nutrition
  • Response indicators in the OCHA RPM (HPC tools)
Core cluster function 6: Build National Capacity Building for Preparedness and Contingency Planning:

  • Promote and provide training and capacity building activities of the Nutrition Cluster partners for reporting, use of the IM outputs, etc.
  • Support the cluster coordination team and cluster partners in preparedness and contingency planning: consolidation of inputs by partners for the ERP, maintenance/update of the nutrition database to ensure quick access to data for analysis, and other IM tools, etc.
  • Accountability to Affected Population:
  • • Support the cluster coordination team and cluster partners in setting up and maintaining a cluste r complaint and feedback mechanism based on the inputs/guidance provided and feedback regularly to the cluster partners.
Core function on M&E and data management with the  UNICEF Nutrition section.

  • Support and work closely with M&E specialist and the team to compile and analyze the monthly TFP data to feed the regular reporting of the section
  • Assist the M&E specialist to analyze the data and make report against the indicators of the program
  • to see the level of the achievement Support the M&E specialist in designing, updating, cleaning, Maintenance and backing up of various
Databases

  • Support in conducting Nutrition surveys and assessments staring from planning up to data analysis and assessment report
  • Support the M&E specialist in preparation of the monthly emergency infographics
  • Take any other relevant task  given by the supervisor

Job Requirements:
Expected  Background and Minimum Experience 

Completed bachelor 's degree from an accredited academic institution preferably in Information technology, management information system or any discipline related to Information Management from an accredited academic institution or equal experience;
Minimum of three professional experience in Information Management, including minimum one to two years of experience in the emergency humanitarian operations;
Knowledge of cluster approach, UN System, and NGO humanitarian community
