Job Description:

PRIMARY FUNCTION/PURPOSE

The Information Management Officer (IMO) is expected to support the ICT Directorate at the National Electoral Board of Ethiopia (hereinafter ‘NEBE’) to develop and implement an information system necessary for the collection, management, analysis, and dissemination of useful strategic data to inform for decision-making.

MAJOR DUTIES & RESPONSIBILITIES:    

  • Structure, populate and organize various scattered datasets (voters’ data, polling stations, logistic and operations documents) into a single database/information system and manage data collection processes.
  • Develop and maintain an inventory of relevant documents on elections in Ethiopia, including past election results, reports, assessments, research and evaluations.
  • Conduct statistical analysis on available election data and provide support on data analysis and visualization in response to information needs.
  • Contribute to the NEBE’s situation analyses, needs analyses, response plans and strategic plans.
  • Provide guidance and advice on information security best practices.
  • Oversee the management of databases of confidential information and ensure there is provision for data security, including strict data handling and confidentiality protocols, weekly backup and recovery control.
  • Collaborate with partners, staff and government offices to ensure data quality.
  • Support the development and implementation of data quality control measures that will monitor accurate and complete capture of EMIS.
  • Provide technical input to systems integration and use of data management information systems, e.g., EMIS, Voter Registration Database, Results Management and tools to facilitate data entry, transmission, and use.
  • Develop standardized systems to support operations such as contact directories, staff organograms, email distribution lists and knowledge directories.
  • Compile information from different sources and produce analytical synopses for internal and external purposes (including annual reporting).
  • Train and evaluate staff on information systems for specific technical purposes.
  • Perform geospatial analysis for maps and other reports such as dashboards and situational reports.
  • Respond to both internal and external information requests.
  • Perform any other duties as assigned by the supervisor.

SKILLS & SPECIFICATIONS

  • In-depth knowledge of data management.
  • Ability to describe technical information in easy-to-understand terms.
  • Ability to establish, maintain and foster positive and harmonious working relationships.
  • Ability to work effectively both independently and in a team environment.
  • Ability to remain highly organized while handling multiple tasks under tight deadlines and show initiative, good judgment, and resourcefulness.
  • Not be a member of any political party.
  • Willingness to adhere to all principles of confidentiality.
  • Ability to conduct the work with integrity and strong ethics.
  • Strong oral and written communication skills.
  • Strong command in more than one NEBE working language preferred.
Job Requirements:

EDUCATION & QUALIFICATIONS

  • Bachelor’s Degree in ICT required.
  • Five years experience working in a similar position required.
  • Demonstrated professional experience and knowledge in ICT required.

LANGUAGE SKILLS

  • Fluency in English and Amharic required; strong command in more than one NEBE working language preferred

TRAVEL:  

  • Travel may be required.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

  • Standard office work environment.
