Job Description:

Position: Systems Librarian/IT Expert

Required number: 1 (one)

Terms of employment: One year contract with possible extension based on performance

Salary:  $1,500/one thousand USD/payment will be effective in ETB with current rate

Place of work:  IIfPHC-E at the Ethiopian Public Health Institute

The International Institute for Primary Health Care – Ethiopia (IIfPHC-E) is an organization affiliated with the Ministry of Health - Ethiopia. We provide technical support to countries building strong Primary Health Care systems, through capacity building training, program design and implementation. We provide support to the Ministry of Health through evidence-based policy recommendations, training of primary health care leaders, implementation of innovation labs, and engagement on PHC strategy designs. We engage in global advocacy to bring PHC as a primary driver to achieving Universal Health coverage.

IIfPHC-E is interested in hiring a Systems Librarian/IT Expert with cross- disciplinary skill sets that mainly include: library system, website and software development and design, as well as social media. Scope of work:

The Systems librarian will be a member of the core IIfPHC-E team operating under the supervision of the Executive Director and in close collaboration with other members of the core team. The Systems librarian/IT Expert will be responsible for the development of strategic planning for technology including: defining IT needs and goals, evaluating and recommending IT solutions; planning and managing the technology budget; establishing maintenance, security, and disaster recovery procedures for the corporate website, Resource Center and other  automated systems. He/she will also be responsible for designing, coding and modifying the Institute’s website from layout to function. He/she will strive to create visually appealing sites that feature user friendly design and clear navigation. The Systems Librarian/IT Expert will be expected to build and implement functional software programs as well as create on-brand graphics for a variety of media. The Systems Librarian/IT Expertise also accountable for the provision of support to the Institution and across all programs, including the development of online courses. The System Librarian/IT Expert will also closely work with the Institute’s advocacy and partnership lead/marketing team in increasing the Institute’s online presence and improving IIfPHC-E’s marketing and sales efforts by creating innovative social media campaigns. This position will liaise with global, regional and local officials/experts implementing partners and IIfPHC-E staff members.

Key responsibilities but not limited to

IIfPHC-E Resource Center planning and management

-        Manage physical information resources including circulation (Koha), Institutional Repository (DSpace) and Digital Library (Greenstone)

-        Manage, troubleshoot and administer the Resource Center integrated library system (ILS), Institutional Repository, Digital Library and discovery system  

-        Administer the Resource Center's collection management system including installation, upgrades, backups, repairs, performance monitoring, and day-to-day maintenance of hardware and software

-        Improve design of the Resource Center webpages; add social share buttons that will allow users to share the knowledge of the resource with others; fine tune preference settings

-        Integrate a controlled vocabulary configuration for the Repository and Library; add additional metadata; manage the single discovery layer

-        Participate in collection development; select new materials to keep the collection current; systematically categorize resources to ensure easier search and retrieval

-        Assist in the formulation and implementation of policies and procedures, particularly in the area of systems development; set standards for the Resource Center automation and ensure compliance

-        Ensure proprietary information and intellectual property is maintained

-        Systematically collect and report usage data via Google analytics or other systems; analyze the reports and suggest solutions

-        Manage the Resource Center's webs pages; create/maintain the webpages and web-based interface; implement new services as needed

-        Serve as an administrator of the Resource Center's local area network; work on user problems related to desktop computers, network infrastructure, and related equipment of the Resource Center and the Institute

-        Develop and implement digital projects; develop/recommend policies and procedures for public and staff use of technology; train staff on new technology, as required

-        Perform other duties to ensure the smooth operation of the automated systems and services of the Resource Center

IT support

-        Installing and configuring computer hardware, software, systems, networks, printers and scanners

-        Troubleshooting hardware and software issues

-        Monitoring and maintaining computer systems and networks

-        Repairing or replacing damaged hardware

-        Testing new technology

-        Upgrading the entire system to enable compatible software on all computers

-        Install and configure wireless networking equipment

-        Installing and upgrading anti-virus software to ensure security at the user level

-        Conducting daily backup operations

Website support

-        Testing and improving the design of the website

-        Establishing design guidelines, standards and best practices

-        Maintaining the appearance of websites by enforcing content standards

-        Designing visual imagery for websites and ensuring that they are in line with the Institute’s branding

-        Working with different contact management systems

-        Communicating design ideas using user flows, process flows, site maps and wireframes

-        Incorporating functionalities and featured into websites

-        Preparing design plans and presenting website structure

Graphic and social media support

-        Using computer software programs design brochures, logos, signs, books, training manuals, annual reports and other communication materials.

-        Implement, manage and develop infrastructure in support of social internet media.

-        Administer the creation and publishing of relevant, original, high-quality content

-        Create a regualar publishing schedule and promote content through social advertising

-        Implement a content editorial calendar to manage content and plan specific, timely marketing campaigns

-        Develop, implement and manage social media strategy

-        Define most important social media KPIs

-        Measure the success of every social media campaign

-        Monitor SEO and user engagement and suggest content optimization

 

Liaison and program contact

-        Establish network with individuals and organizations to exchange professional advice and to pool resources and knowledge to the Institute and its Resource Center

Job Requirements:

-        Master’s Degree in Computer Science/Information Science or related field from an accredited University or College, with minimum of 5 years’ experience in computer networks, systems maintenance and information management.

-        One to two years of experience with social media management, marketing experience, content creation, graphic design and web design

-        Proficient in database programing and software installation

-        Experience with implementation and administration of integrated library system, digital library and institutional repository

-        Proficient in graphic design software including Adobe Photoshop, Adobe Illustrator and other visual design tools.

-        Proficient in front-end development web programming languages such as HTML and CSS, query, and Java Script

-        Knowledge of Word Press, library computer software (Koha, Greenstone, DSpace) and online training software (eg Moodle)

-        Good understanding of content management systems, engine optimization principles and cross-browser compatibility issues.

-        Excellent knowledge of Facebook, Twitter, LinkedIn, Pinterest, Instagram, Google+ and other social media best practices.

-        Excellent understanding of SEO and web traffic metrics

-        Basic knowledge of library practices and procedures

-        Excellent consulting, writing, editing (photo, video, text), presentation and communication skills.

-        Advanced language skills in English; ability to communicate with technical and non-technical staff

-        Good organizational skills and ability to pay close attention to details 

-        Preferably with health background or has previously worked for a health-related organization
