Job Description:

Scope of Work

John Snow, Inc. (JSI) R & T seeks to recruit Temporary Data Clerks for its Data Use Partnership (DUP) Project. The goal of the project is to improve collection and use of high quality routine information; improve the quality, efficiency and availability of primary health, and nutrition services at all levels of the Ethiopian health system. JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world.

Background

Following the first coronavirus case report in the country on March 13 2020, the Ministry of Health together with the Ethiopian Public Health Institute is working on different initiatives in response to the pandemic. One of the initiatives is the development of digital health tools that has been undertaken to digitize the workflow of the COVID19 surveillance. The digitization begins by capturing rumors from possible data/rumor sources such as ports, community self-reporting through tolls or public portals, reports from health facility and home to home community screening. Following capturing, all rumors into a Data Depo rumor that qualify the criteria will be sent to the DHIS2 Case Based Surveillance system. This system will then digitize the entire workflow starting from rumor investigation to referrals, admissions, lab orders, test result logging, clinical follow ups, discharges and system generated certificates.

SCOPE AND APPLICATION

The DHIS2 Case Based Surveillance system has multiple users at different stages in building a complete record set for a given suspect or case. At the initial stage, enrollment and rumor/suspect investigation will be completed by Rapid Response Team (RRT) from android version of the system. Following to that most of the records for the suspect/case will be completed at the isolation, quarantine or treatment center by care providers. Once the pandemic surges it will put pressure on health care providers to fill out hard copy of registers and log books as well as electronically reporting using the DHIS2 Case Based Surveillance system. This will compromise data quality and leads to incomplete data reporting to the central server.

 

Data managers are found to be a solution for such case in helping care providers complete data sources and do regular reporting electronically through the designated systems. The data managers will be responsible in completing all information of a suspect/case using the data Depo and/or DHIS2 system. These tasks will be undertaken by closely working with the DUP digitization team that is closely working on the COVID19 case surveillance system.

 

MAIN RESPONSIBILITIES  

ü  Curate data to the COVID19 Digital platform regularly

ü  Validate data with other data sources

ü  Curate backlog data to corresponding systems

ü  Perform regular data quality check

ü  Perform data triangulation  

ü  Assure data completeness 

ü  Generate reports and provide to the health workers in the allocated facilities  

ü  Transfer knowledge to health workers on how they can curate data to the systems.

1.    DELIVERABLES

The data to be reported or completed are separated into three (Data Depo, DHIS2 Aggregate and DHIS2 Tracker). 

1.1.    Data Depo

Suspects/Case should come through Data Depo. However, with various reasons a suspect/case might appear at isolation centers with only hard copy rumor investigation form accompanied by RRTs. In such cases the suspect record should first be completed/reported on Data Depo application and should be sent to DHIS2 system as per the data flow archtecutre. 

1.2.    DHIS2 Aggregate Data:

This is a daily and weekly report about centers bed capacity and mechanical ventilators availability. 

a)     Complete/report daily bed capacity and weekly mechanical ventilators availability at centers at the end of the day in the aggregate data entry using DHIS2.

 

1.3.    DHIS2 Tracker Capture:

This will be competed when an event occurs for each patient as per the following procedures. 

a)     All suspects or confirmed cases should be enrolled to the DHIS2 Surveillance system.

b)    Make sure suspects records exists (or sent from the Depo by RRT) in the DHIS2 Surveillance System.

c)     Validate suspect’s record on system against the hard copy of the rumor investigation form and assure if the enrollment is complete.

d)    Complete referral stage/form. All data elements in the referral details and diagnosis method sections should be competed. 

e)    Complete admission stage/form. This stage compromises of details for the admission, signs and symptoms of the suspect during the admission and patient status.

f)      Complete lab request stage if lab is ordered by the care providers. There are two types of’ lab requests, initial lab requests for screening, and discharge lab requests. The later one will be requested twice based on two samples taken 24 hours apart.

g)     Complete daily clinical follow-up stage. Clinical follow-ups are done for 14 consecutive days or more. All follow-ups should be completed in a separate (14) stages for each day.

h)    Complete discharge stage. Once the case/suspect fulfills the criteria to be released discharge stage should be completed.

i)      Print discharge/release certificate. After completing the discharge stage the issuance of the certificate will be approved by the team at EOC electronically using the system. Once it’s approved, printing certificate will be allowed by the system.

j)      Complete 14 days follow up of a suspect. Symptoms and signs for each day of a suspect stay at quarantine centers. 

Job Requirements:

Applicants for this position should possess the following qualifications:

●        Bachelor's degree in a relevant discipline (IT, information systems, business, and related areas) is required

●        Good interpersonal communications skill and teamwork

●        Excellent written and verbal English; proficiency in Amharic

●        Proficiency in typing and transcription.

●        Accuracy and attention to detail.

●        Proficiency in common computer packages (e.g. Word, PowerPoint, Excel) relevant to the work
